下記アドレスのサイトにある「Artisteer」というアプリケーションでテーマが作成できるとのこと。
無償版でもある程度は利用できるっぽい。

Wordpress以外にもCMSの「Joomla」,「Drupal」などもテンプレートが作成できる。
